RELEASED Crystal Palace defender Dean Moxey has completed a move to Bolton Wanderers. The 28-year-old has agreed a three-year deal with the Trotters, and will link up with former boss Dougie Freedman again. Moxey, who was in and out of the Palace team last season in the Premier League, will take a wealth of experience with him to Bolton. Freedman had set his sights on acquiring Jonathan Parr initially, but after talks broke down with the Norwegian, the Scot turned his attentions to Moxey.

THE Metropolitan Police told staff to delete references about sex and race discrimination during a complaint made by one if its officers, an employment tribunal has found. Firearms officer Carol Howard, from Purley, brought a claim of discrimination against the Met earlier this year. The panel found the 35-year-old had been "singled out and targeted" by her superior. While her complaint was being dealt with an officer was asked to delete references to race or sex in a report into discrimination, the tribunal said. The Met said it was "disappointed" by the findings and that it was taking the judgement "very seriously". The Central London Employment Tribunal found Ms Howard was "directly discriminated" against "on the grounds of sex and race" while working as an officer on the elite Diplomatic Protection Group (DPG) between January and October 2012. It added that her complaints about "victimisation" were "well-founded" and that the Met had concluded there was no evidence without having conducted a proper investigation. The tribunal said it was "very concerned" that a detective assessing Ms Howard's fitness to work complaint was asked to delete the records on discrimination from a report. This was done, the panel found, "not because they were not supported by evidence, but because the claimant had brought a complaint of race and sex discrimination in the tribunal". This might "mislead complainants and tribunals into believing that the [investigating officer] has not found any discrimination when in fact he or she has done so". Ms Howard's superior at DPG, which protects foreign embassies in London, was acting Inspector Dave Kelly who believed she was "dishonest and not up to the standard required" after several short periods of sickness. The panel found there was no "credible basis" for forming such a view. Insp Kelly openly challenged her commitment in front of colleagues, asked them to ask "wholly inappropriate" questions about her personal relationships and blocked her requests to move to another unit. Her lawyer, Kiran Daurka, from Slater & Gordon, said Ms Howard would seek compensation from the Met and called for the force's equality procedures to be completely rewritten. She said: "This judgement is a damning indictment on the Met. "The conduct of the Metropolitan Police and some of its senior officers towards Carol Howard was deplorable over the last two years. "My client was subjected to discriminatory treatment because she is black and she is a woman." In a statement the Met said: "We are very disappointed by the decision of the tribunal. We take the judgement very seriously and are naturally concerned about it. "We will review the findings, take legal advice and take forward any learning or actions as appropriate."

CROYDON'S new police chief helped block an officer's attempt to leave the unit where she was being discriminated against because she was a black woman, a tribunal has found. Chief Superintendent Andy Tarrant, due to start his new role on Monday, previously commanded the elite Diplomatic Protection Group (DPG), the unit at the centre of the 'plebgate' row. PC Carol Howard was serving with the DPG when she was "singled out and targeted" by her superior, acting Inspector Dave Kelly, an employment tribunal has ruled. Her lawyer, Kiran Daurka, from Slater & Gordon, said PC Howard had been "subjected to discriminatory treatment because she is black and she is a woman". The panel's report, published today, shows Chief Supt Tarrant recommended PC Howard, from Purley, to be interviewed by the Evening Standard for an article about security at the London 2012 Olympic Games. Insp Kelly approached Chief Supt Tarrant and told him she was not a "good advert" for the unit. He thought PC Howard was "dishonest", challenged her commitment in front of colleagues and her "every absence" was assumed not to be genuine. When PC Howard later approached Chief Supt Tarrant to raise concerns about Insp Kelly's conduct he initially refused to meet her because she was subject to an ongoing disciplinary procedure, a decision the tribunal questioned. When they did meet a month later, PC Howard told Chief Supt Tarrant she was thinking of leaving the Met. He tried to dissuade her, saying she was a good role model for BME officers,and indicated there was armed response role available in CO19 which he was prepared to release her for. Normally officers are expected to work in a particular command for at least two years before being considered for transfer. However, ten days later Chief Supt Tarrant changed his mind about helping PC Howard find a new position. He approached Insp Kelly, who was refusing to support the switch. The tribunal said: "He told Insp Kelly he had taken advice from someone in HR who had recommended the claimant's application should not be submitted on the basis that she did not have two years' tenure, and he suggested to Insp Kelly that should be the reason for rejecting her application." The panel added: "Chief Supt Tarrant's refusal to release the claimant from tenure was connected to acting Inspector Kelly's decision not to support her application. "Chief Supt Tarrant supported Insp Kelly by providing him with a more watertight reason for the application not being progressed." The tribunal found Chief Supt Tarrant was not prepared to concede any shortcomings on the part of Insp Kelly, despite hearing evidence from officers who described him as a "bully", "overbearing", "intrusive" and "unreasonable". He also subjected PC Howard to "a course of conduct which was detrimental to her", the panel said. They rejected Chief Supt Tarrant's claims that he had not indicated he would release PC Howard to CO19. "It appeared to us from subsequent communication that he did do so", the tribunal said.

A ROBBER who had to be taken to hospital for a police dog bite after his arrest in Thornton Heath has been jailed. Jordan Wright, 21, of no fixed abode, was sentenced to 27 months imprisonment for robbery and possession of cannabis on June 20. Wright stole a 24-year-old university student's wallet on January 23 in Grove Road, Thornton Heath, but was arrested and bitten by one of the Metropolitan Police Service (MPS) dogs. The student was making his way home after a night out when he heard footsteps behind him as he approached the junction of Grove Road and when he looked around he saw Wright in a grey hoodie. Wright then approached him and stood next to the victim before asking him for money. The scared student handed over the wallet when he saw Wright was in possession of a craft knife. The victim then reported the crime and was taken by officers on a search of the area before spotting Wright on Galpins Road, Thornton Heath. A chase ensued as Wright tried to run but officers and the police's air support unit were called until they managed to contain and arrest him. After he was taken into custody initially, Wright had to be taken to Croydon University Hospital for medical treatment as a result of the dog bite, although he suffered no serious injuries. He was charged with robbery and possession of cannabis on January 27 and pleaded guilty to robbery at a hearing on May 13. DC Day-Sawyer, the investigating officer from Croydon MPS, said: "I am pleased that Wright has received a custodial sentence for this appalling act. "He threatened the victim with a knife and thought he would be able to get away with it but with the assistance of my colleagues in the Air Support Unit and MPS Dogs Unit he was caught."

SHOPPERS in the town centre were conned into handing over large sums of cash in an elaborate scam involving the promise of discounted iPhones and iPads. Trading standards officers and the police were called to a pop-up shop - called Electronics Direct - in North End last month when bargain hunters realised they had been fleeced and turned angry. Rogue traders set up in the unit in June, hanging glossy posters promising great deals on big name manufacturers like Apple, Sony and LG. Price lists of electrical goods - including digital cameras, laptops and games consoles - all at heavily discounted prices were placed alongside signs saying there would be no cash refunds. The shop attracted a large number of unsuspecting shoppers and, once inside, the doors were closed behind them and they were shown a sealed bag that, they were told, could contain an iPhone or an iPad. Having handed over, in some cases, more than £100, they were given a bag at the end of the sale only to find it contained very cheap electronic items, perfume and watches, but not the brand names they had been hoping for. One of the scammers, who had been operating in Reading a week earlier, ran off before police and trading standards officers arrived. The rest were then ejected from the premises, but no arrests were made. Councillor Mark Watson, cabinet member for safety and justice, said: "Consumers need to protect themselves first and foremost in these hard economic times, and be aware that all that glitters is not gold. "The expectation that the council or the police will be able to get their money back once they willingly throw it at these rogues to grab a bargain is not a reality. Once it goes, it'll probably never be seen again."

FORMER Crystal Palace boss Dougie Freedman is delighted to have landed Dean Moxey at Bolton Wanderers. The 28-year-old signed for the Trotters on Wednesday to reunite himself with Freedman. "He's a player I know well and one who ticks that box for me at left-back, which is an area we've been looking to fill for quite a long time now," Freedman told The Bolton News. "I'm really pleased we got him on board because I'm told there were a couple of clubs looking at him." Moxey thanked the Palace fans on Twitter, tweeting a couple times: "Thanku Wanderers and palace fans for the message looking forward to this part of my life. "Pleased to have finally sorted my future out new chapter in me and my family's lives cant wait to get started @OfficialBWFC."

FIREFIGHTERS removed the roof of a car to release the driver following a two vehicle crash at the junction of Christchurch Road and Pampisford Road, Purley this morning (Thursday) The accident occurred at 7.50am and fire engines from Purley and Croydon attended the scene, along with police and ambulance crews. Firefighters and ambulance crews were still at the scene at 9.45am. It is believed the driver who was released is suffering from neck injuries. The driver of the other car is understood to have to received only minor injuries.

A NEW chair has been announced for the stalled independent panel review investigating police corruption in the Daniel Morgan case. Baroness Nuala O'Loan, who was the first police ombudsman in Northern Ireland, will take over the review of the case of South Norwood private investigator Mr Morgan, who was found with an axe embedded in his head in Sydenham pub The Golden Lion in 1987. A Hillsborough-style panel review started late last year led by retired judge Sir Stanley Burnton, who has now been replaced by Baroness O'Loan, a noted public figure in Northern Ireland. Home Secretary Theresa May said Baroness O'Loan had been appointed because she has a "wealth of experience in dealing with serious and sensitive cases of alleged police misconduct and corruption". Mr Morgan was said to be close to uncovering a web of police corruption at the time of his death and five subsequent police investigations into the murder all collapsed. The dad-of-two, who lived in Warminster Road, also ran his business Southern Investigations from Thornton Heath High Street.

CRYSTAL Palace co-chairman Stephen Browett says the club have a little more than 1,000 season tickets available ahead of the new campaign and has urged fans who haven't yet to snap them up. And with the limit set at 17,000, Browett insists the Eagles will stop selling when they reach that figure. They have, though, sold more so far than last year. "We have decided that when it gets to 17,000, which is just a little over 1,000, we have to stop because we need to keep at least a couple of thousand decent seats back to sell on a match-to-match basis," he said. "The exact figure on season tickets now is 15,850, so that is already more than last season's grand total, which was 15,500. "We will definitely stop at 17,000. I think we ought to as a lot of Palace fans have to work on Saturdays or do shift work or can't afford a season ticket, so it wouldn't be fair on them that there weren't tickets available. "There are a very limited amount though and we're expecting to do well and for every game to be sold out next season."

THEY set out to raise £65,000 to help change their brave little girl's life forever. And four months on, thanks to the generosity of more than 1,000 friends, strangers and a few Premier League footballers, the family of eight-year-old Scarlett Hewitt have met their goal. In March, Lisa and John Hewitt, from New Addington, launched their campaign to raise the money so their daughter, who suffers from cerebral palsy, could have a specialist operation in America to help her walk unaided. They have now reached their target, with £65,000 raised from 1,211 donations – with money still coming in for the cause. Speaking to the Advertiser this week, Mrs Hewitt said the response had been "unbelievable" and "puts your faith back into the human race". She said: "We cannot believe that in just 15 weeks we have raised the money. It is unbelievable, the response has been amazing. We have also worked very hard. "We have met some lovely people, made some new friends. It puts your faith back in the human race, it is really fantastic. Scarlett is like, 'Wow.'" Scarlett was approved in March for the selective dorsal rhizotomoy operation at St Louis Children's Hospital in Missouri, after being denied the operation on the NHS. Her condition means she struggles with basic tasks such as getting dressed, often has to use a wheelchair, and misses out on playing with her friends. The operation, which involves cutting nerves in her lower spine, is designed to lessen muscle spasticity and improve mobility in sufferers of cerebral palsy, a permanent condition. Mrs Hewitt stressed that the operation, planned for October, will mark the start of a long period of rehabilitation, which any funds raised above the £65,000 target will help towards. She said: "I think the reality of it is going to be a lot of hard work. It is going to take a lot of muscle-strengthening. Scarlett knows what's going to come after, she knows it is not going to be just like that." Most of the money raised has been through individuals, community groups and companies organising sponsored events or challenges, including sky-dives, auctions, football matches and runs. But perhaps the biggest contributions have come from Crystal Palace – the family's favourite football team – and its supporters. The club donated money, invited Scarlett to be a team mascot at the match against Manchester City at Selhurst Park, and allowed the family to collect donations at that match. Fans also organised their own events, including auctioning memorabilia. The New Addington community helped considerably. The local Nugget FC football tournament helped raise funds last weekend, among many other efforts.

CRYSTAL Palace are on the verge of agreeing a new deal with striker Marouane Chamakh, the Advertiser can reveal. The 30-year-old is currently a free agent after his previous deal ran out on Tuesday, but talks with the Eagles have been ongoing since May. Chamakh has had offers elsewhere, but Palace are confident of landing the Moroccan, who enjoyed his time at Selhurst Park last season. Palace co-chairman Steve Parish has told the Advertiser: "We are very close, it's nearly done pretty much. "We hope to get it over the line, that's where we are and we're really positive about it. "That would be great." Chamakh scored six goals in 34 appearances in all competitions last season, and was mainly deployed behind a lone striker following Tony Pulis' arrival at the end of November. WEST Ham United have completed the signing of defender Aaron Cresswell from Ipswich Town for an initial fee believed to be around £3.75m. Cresswell had been linked with Crystal Palace since last summer, but the Hammers have fought off interest from elsewhere to land the 24-year-old. The fee is set to rise to £7m, with a sum going to the left-back's former club Tranmere Rovers.

And Palace hope to secure one more pre-season friendly a week before the big kick-off. "I think the plan is to find one more fixture on the weekend of August 9, but it hasn't been arranged yet," Browett told the Advertiser. "There are lots of things happening around the stadium, but I think Steve would like to keep it a sort of surprise for the fans a bit. "If we say everything now which is happening, it won't be too much a surprise when it happens. The work on the pitch has been the most important thing though."

CRYSTAL Palace were offered the chance to play Italian giants Napoli in pre-season, two weeks ahead of the first game of the new campaign against Arsenal, the Advertiser can reveal. However, Napoli's offer came shortly after the game at Brentford had already been organised for August 2, the same date the Italians had suggested. Furthermore, it is believed the deal was to play the game at Selhurst Park, but due to the work on the new pitch, it would not have been possible. The Eagles are, however, looking to play one more friendly on August 9, one week ahead of the trip to the Emirates Stadium. The Advertiser has been told a match is unlikely to be abroad, yet the Football League season kicks off on August 9, so it will be interesting to see who they can arrange something with.

Croydon developers target foreign markets to sell new flats

CROYDON Council will try to ensure new flats being built in the town are marketed for sale in the borough before being sold to foreign markets.

Councillor Alison Butler, cabinet member for homes and regeneration, said she is concerned that developers are targeting foreign markets to sell flats, such as in China and Hong Kong before the properties have even been built.

The worry for Cllr Butler is the new owners have no intention of living in the flats and will not solve the affordable housing crisis in the borough.

She said: "It is a huge concern, they are taking desperately needed housing and raising the rents considerably and taking them out of the reach of local people.

"Now, of course we want people to come and live, work and enjoy themselves in Croydon but not at the expense of people already living here and certainly not simply to make a profit from somebody."

Cllr Butler said the council was looking at the possibility of adding a condition to planning applications to make sure properties were marketed locally for a year before being advertised abroad.

But she added it was more likely the council would have to sit down and reach agreements with individual developers.

Sites like The Edridge, in Edridge Road, are already being marketed and sold in advance of construction to countries including Hong Kong, Russia, and China as well as in the Middle East.

The 130 or so "luxury' flats, have a completion date set for 2015.

Another development initially marketed abroad was the IYLO building, at the junction of Wellesley Road and St James' Road, which has since become Island Croydon. Although mired in controversy in the midst of the recession, construction on the former eyesore should now be completed by the end of the year.

Mike Ricketts, regional sales manager for SpicerHaart, the agent selling the Island flats for the developer Stephen Hung, said more than 40 per cent had already been sold.

But he said the developer was now focused on attracting people from south and south-east London and is supporting the Help to Buy government scheme, which allows people to buy homes of up to £600,000 with a deposit of as little as five per cent.

"We want local people to be able to live locally – that is why we are supporting the Help to Buy scheme," Mr Ricketts said.

"But it is a commercial business and although we are very much focused on this, would we also cater for buy to let schemes? Yes we would."

"You can understand why developers would sell abroad because they are buying it unconditionally. If you go over to these countries with a solicitor, people will sign on the same day."
