Croydon's district centres, including 'neglected' South Norwood, set for a makeover

NEW moves to help the regenerate the borough's district centres are to get under way next month.

Councillor Toni Letts, the council's cabinet member for economic development, is to hold a series of meetings with traders and businesses to get ideas of how they feel the areas can be helped to prosper.

Separately, she is planning to meet with larger companies and potential investors to show what the town has to offer, in a drive to attract more inward investment.

One idea the council is thinking about is developing a long-term business plan for the town centre.

The first of the district centre meetings will take place in Norbury in September, followed by South Norwood in October.

Meetings in other centres like Purley, Coulsdon, New Addington and Upper Norwood will come at later dates.

Cllr Letts said money, some of it from the Mayor of London's fund set up after the 2011 riots, has already been channelled into London Road, West Croydon.

Public realm improvements to make the area more attractive are planned and this month 45 businesses are being provided with new shop fronts.

She said: "We also have an estate agent now and that is a sign of an area starting to pick up."

Cllr Letts said district centres were vitally important to the future of the borough and she was determined the council would do what it could to help them thrive.

Cllr Letts said: "We will be going to each district centre to talk to local businesses and leading people in the community about what they want.

"I may have one vision of what I would like to see, but they may have another and I have to find out their views. There has to be a real partnership here.

"How district centres worked 20 or 30 years ago is perhaps not how they should be today."

Cllr Letts suggested district centres may need to become more of a community hub, with businesses meeting more of the needs of people living in their areas.

She said: "For example, we are a borough with a great many people who don't go into the town centre very often."

District centres, she said, should play an important part in catering for their needs in terms of shops and also offering an environment where people could "pop in for a coffee and meet to have a chat".

Cllr Letts emphasised it was essential that districts shared in the prosperity which developments like the Westfield/Hammerson Partnership's £1 billion investment in the town centre would bring.

She said South Norwood High Street, in particular, was looking very tired and needed attention.

Her intention was to bring together businesses in the High Street and in neighbouring Portland Road to look at ways of making improvements to the area as a whole.

Cllr Letts said: "I think the district centres have been neglected in the past. We want to stop that."

CRYSTAL Palace are said to be one of three Premier League teams chasing Arsenal's promising young winger Serge Gnabry.

The 19-year-old impressed during some early season outings for the Gunners during the last campaign but, with the likes of Alexis Sanchez, Theo Walcott, Mesut Ozil, Alex Oxlade-Chamberlain, and Lukas Podolski battling for attacking roles, the German teenager looks set to be loaned out to get regular first-team action.

Reports this morning suggest Southampton and Newcastle are also in the hunt for Gnabry, who may feel he has more chance of a starting role at those clubs than ousting Eagles wide men Yannick Bolasie and Jason Puncheon.

THE side effects of Hurricane Bertha may subside after today, but we're still in for a few more days of unsettled weather.

Regular showers are forecast for Monday, while more rain is predicted at intervals throughout Tuesday, Wednesday, and Thursday - in between some brighter spells.

Temperatures will remain around the 23-24 degrees mark - warm, but down on the near 30 degree temperatures experienced during some parts of the summer.

Football match to remember popular New Addington student

A FOOTBALL tournament in memory of a young trainee teacher from New Addington who died of cancer is taking place next week.

Craig Muir, of Castle Hill Avenue, died aged 22 in March 2012, just six days after being told his cancer had returned.

The third annual charity football tournament to remember him takes place at Greenacres, in Limpsfield Road, Warlingham, on Saturday, August 16.

Craig was diagnosed with a malignant melanoma in his left eye in February 2010, when he was just 20 and halfway through his final year at the University of Kent in Canterbury, where he was studying maths and statistics.

He had eye surgery in March that year, and returned to complete his degree after being given the all clear, but it tragically returned two years later.

Craig had been given a place at to train to become a maths teacher at Bromley Schools Collegiate in September 2011.

His family and friends have so far raised more than £25,000 in his memory for St Christopher's Hospice, through events such as skydives, marathons and pub crawls.

Next Saturday's event starts at 10am and the tournament kicks off at 11am.

There will also be craft stalls, candy floss, face painting, pony rides, a bouncy castle, tombola, and an auction, with prizes donated by bands Arctic Monkeys and Bombay Bicycle Club, plus Queen guitarist Brian May.

A nursery judged to be failing because alleged bad hygiene practice put children at risk has made progress, Ofsted has said.

Purley Day Nursery & Montessori Centre was rated "inadequate" - Ofsted's lowest rating - in June after claims it had contributed to a bout of diarrhoea among children and staff by failing to follow health and safety guidelines.

Owner Sharman Allerton, however, strongly disagreed with the report and launched an appeal.

The nursery, in Burcott Road, was subject to a monitoring visit by Ofsted in July, the results of which have now been published.

Inspector Rebecca Khabbazi found the nursery had developed a "clear" action plan to address the issues.

Systems for vetting new staff had been revised and the sickness policy has been updated, she said.

"Having considered all the evidence, the inspector is of the opinion that the setting has taken prompt and effective action to address the points for improvement," the monitoring letter concluded.

Purley Day Nursery is one of 16 nurseries to have been rated as inadequate or "requires improvement" since tougher inspections were introduced last November. 

It will now be subject to a full inspection later this year.

Council plans to turn old South Norwood car park in Station Road into flats

AN OLD car park in South Norwood could be turned into new flats by Croydon Council.

The council has completed the purchase of the site in 24 Station Road next to the Co-op supermarket and near Norwood Junction and is due to submit a planning application for the site in the next few months.

Hoardings have already gone up around the site to prevent fly-tipping.

Although many of the details of the scheme are yet to be finalised, including the number of homes, the application will include plans to build flats as part of the council's New Build programme.

The plans will also include a commercial space on the ground floor.

Councillor Alison Butler, cabinet member for homes and regeneration, said: "Croydon like many other London boroughs is experiencing a severe shortage of housing.

"Subject to planning permission, this site will enable us to provide much needed council housing for families in need.

"Building new homes is a key part of our plans to regenerate Croydon, with some 9,500 forecast for the next five years."

Mother punched in head in front of four-year-old son during unprovoked attack in Croydon

A YOUNG mother was punched in the head in an unprovoked attack outside a doctors' surgery in Croydon.

The 24-year-old, who asked not to be named, was standing outside St James Medical Centre, in St James's Road, last Friday afternoon when she was hit in the back of the head by a passerby.

The man then repeatedly slapped her, ignoring her attempts to hand over her phone to continue his attack.

He fled and was later found, with the help of the police helicopter, hiding in a nearby garden.

"I had just come out of the doctors with my boy and I rang my mum up to tell her he needed physiotherapy on his feet," said the woman.

"This bloke started walking past me. He looked like he was in a rush so I moved my son out of the way.

"I went began to repeat what I said to my mum and suddenly I was punched in the back of my head. I turned around and the man said: 'What did you say to me?'

"I told him I had been on the phone and he just started hitting me. He was slapping me, like a woman does in a cat fight. I tried to give him my phone, but he didn't even want it. He just wanted to fight me.

"As we ran off, he did too. By an act of God, a police car came down the road so we waved it down. A witness jumped in the police officer's car to show where the man had run to. The helicopter was called out and he was found hiding in some gardens."

The woman, who suffered bruises, was with her four-year-old son at the time of the attack, which happened at around 4pm. The incident has left him traumatised.

"Every noise in our flat makes him cry now and he won't leave the house with me," she said.

"I can't even get him any help. I received a call from Victim Support asking whether I wanted any help and I said I was fine, but my son did. They asked how old he was and, when I said he was four, they said he was too young. He can talk better than most adults I know."

A 20-year old man was arrested on suspicion of actual bodily harm and taken to a south London police station. He was later bailed until August 25.

CRYSTAL Palace appear to be favourites to sign Wilfried Zaha on loan, according to the Daily Mirror.

The winger has been touted for a return to Selhurst Park for the past several months - and Palace did enquire about taking him on loan in January.

That was blocked by then Manchester United boss David Moyes, and Eagles Academy graduate went to Cardiff City instead.

The Mirror claim that Zaha wants to return to south London, too.

CRYSTAL Palace will be relegated next season, according to USA-based company Soccer Metrics Research. However, don't panic just yet. This is the same company who predicted the same outcome a year ago – and look what happened. Their projections are a combination of expected goal statistics based on statistical output in previous seasons and the current squad and their Pythagorean projection of team records based on expected goal statistics. Soccer Metrics admit "the projection is not perfect by any stretch" but they have Manchester City pipping Chelsea to the title on goal difference. West Ham United are set for eighth-place and QPR have been predicted to finish tenth, while Leicester City seem set to finish above big-spending Hull City. Palace will end up in 18th and go down on 37 points, they add. Howard Hamilton, founder and CEO of Soccermetrics Research, LLC, says: "Crystal Palace simply played over their heads last season and are candidates to regress back to the mean, which in their case would mean relegation. "If Tony Pulis can get his defense to perform ahead of expectations again (16 goals better), they might be able to approach their points total from last season. "If he can't, it will be a mad scrap to stay up." Of course, Palace finished 11th last season after Soccer Metrics said they would finish bottom.

THE test match cricket season isn't yet over, the schools are out and the pub gardens are full to busting with summer drinkers.

Yet, in at least one Croydon store, it's already Christmas - on August the 12th, for goodness sake.

CRYSTAL Palace legend Geoff Thomas believes Wilfried Zaha would jump at the chance to return to Selhurst Park to feel "loved" again. The winger looks surplus to requirements at Manchester United again ahead of the new season and has been heavily linked coming back to SE25. According to numerous reports, Zaha is in London negotiating a return to the Eagles. A source close to the player has also refused to rule out a move back to south London when questioned by the Advertiser. And Thomas thinks it would be a positive for Zaha to make a name for himself again with the Eagles. "The thing is about Wilfried is that he's probably desperate to prove himself," he told the Advertiser. "Manchester United have not used him as much in pre-season. "He would probably jump at it, to come back to somewhere he feels like he's loved. "Every player wants that."

CRYSTAL Palace co-chairman Steve Parish has this evening confirmed that the Eagles are on the verge of announcing a new signing or two. Wilfried Zaha has been heavily linked on Tuesday with a return back to south London, but Parish refused to confirm live on the Sky Sports News HQ channel. However, it is thought that Palace have also come in for Liverpool's Martin Kelly for a fee of around £1.5m. Speaking live on Sky Sports News HQ, Parish said: "We haven't got in all the players we want yet. "Hopefully we have got another one (deal) done today, I think that should be in the public domain tomorrow or the day after. "We have got a bid going in on another player in the next day or so. "We're confident we'll be more or less where we want to be kick-off time, maybe a little bit behind. "There is a bid in for a player tonight. We've had permission to talk to the player and we're very close to personal (terms) with the player. "Hopefully he'll be down for a medical tomorrow and with any luck we'll get him in the squad for Saturday. "I can't say (how much we've bid). We don't like divulging confidential information and transfers. "Speculation is wonderful for people, everyone can now set about guessing who it is, but it's another good moment for our football club. "It's a good move of advancement, a very good player and somebody we're looking forward to working with at the club. "We've not signed on the dotted line yet so I don't want to say who it is, but we're very excited if we get it done."

Martin Kelly is on the brink of a move to Crystal Palace, according to the Daily Mail. Palace co-chairman Steve Parish said on SkySports this evening that Palace are close to completing a signing and the Mail is reporting 24-year-old Liverpool right-back Kelly - not Wilfried Zaha - is that man. Kelly didn't figure for Liverpool last season and recently said: "I've been fit for a season now but I haven't had the games, so the run of games is vital for me this season." The fee is believed to be £1.5m.

Crystal Palace are set to announce a new signing on Wednesday, believed to be Liverpool full-back Martin Kelly. However, club co-chairman Steve Parish hinted that the Eagles are also in for a Premier League midfielder on Sky Sports News HQ, and according to a number of sources it is believed to be Stoke City's Steven Nzonzi. Boss Tony Pulis signed the central midfielder for Stoke City from Blackburn Rovers in 2012 and has been linked with a move for the 25-year-old previously. And in May, the player submitted a transfer request to leave the Potters, pointing out his desire to be sold this summer. Nzonzi arrived in England with Blackburn in 2009 from French Ligue 2 side Amiens SC, but he is not known for his goalcoring exploits. Indeed, he would fill the void left by Kagisho Dikgacoi, while other defensive midfielder Stuart O'Keefe was left out of the club's pre-season game against Augsburg last weekend. The rumour mill went into overdrive on Tuesday, with reports suggesting Manchester United's Wilfried Zaha could be on his way back to Palace. But it seems that a deal will only go ahead if Pulis wants the winger before discussing the deal with Parish. Another midfielder linked with the Eagles this summer has been Swansea City playmaker Jonjo Shelvey.

Croydon law firm study suggests obese people have fat chance of getting a job

OBESE job applicants are not being given a fair crack of the whip due to their weight, new research has suggested.

A Croydon-based law firm has polled HR and recruitment professionals across the country, with over half admitting they find obesity to be an undesirable trait.

The professionals said that being overweight implied that person would not be as productive as slimmer colleagues and have a negative impact on the workplace (46 per cent).

Fifty-six per cent of those polled said they thought obesity was a 'valuable marker' when determining candidate character and predicted performance.

When faced with the option of two candidates with identical qualities, the only difference being that one is obese, 51 per cent said they'd prefer to hire the 'normal' candidate.

The firm behind the research, Croydon high street-based ThomasMansfield, say this amounts to unfair discrimination.

Senior Partner at Thomas Mansfield, Neill Thomas, said: "The findings of the study reveal the problem of bias faced by obese people during the recruitment and selection process which potentially means that the most suitably qualified candidate does not get chosen.

"This highlights that people continue to hold stereotypical assumptions that obese people are responsible for their own weight and any problems they suffer are self-inflicted – whereas it might be the case that there is an underlying medical condition."

There are no explicit laws protecting against obesity prejudice.

This polling was carried out in light of the ongoing Danish case of Karsten Kaltoft v Billund Kommune, where Kaltoft, an obese child-minder, who was sacked for being unable to bend down to tie up children's shoelaces, is claiming obesity should be considered a disability.

Mr Thomas added: "I envisage that the judiciary would not want to enshrine in law any protection for people who are obese without any underlying medical condition as this could open the floodgates to other groups who consider they need special treatment such as short, tall, thin or people with ginger hair.

"Another problem to consider would be the side effects of any legislation protecting obese people. Smaller businesses could be the worst affected in having to pay the cost of adapting the workplace to accommodate obese people such as special car parking spaces, lifts, more rest breaks, wider chairs, adapted keyboards, choice of meals in the canteen etc.

"In order for obesity to become a protected characteristic in the same way as other disabilities it would need to be defined in law. Potentially, this is a difficult task and arguably not a task for the law makers but the medical profession."

Croydon's latest Harris Academy hails improved exam results

A SCHOOL which converted to an academy in controversial circumstances a year ago has hailed improved exam results.

Harris Primary Academy Kenley is celebrating a 33 per cent improvement in SATs results for Year 6 pupils, which its head teacher says reflects the "many improvements" made by the school, formerly known as Roke.

The decision to turn Roke into an academy last September attracted widespread criticism and protest from parents, with more than 2,000 signing a petition against the move.

And pupils faced further upheaval in February this year, when severe flooding forced the school, in Little Roke Road, to close for around a month.

During this period, students were bussed to other schools across the borough, including Crescent Primary nearly six miles away in Selhurst.

But despite these obstacles, the first set of SATs results for the Harris school show that 94 per cent of pupils reached national standards in all three of the areas they were tested in: reading, writing and maths.

This is up from 61 per cent the previous year when it was Roke.

Kate Magliocco, who was brought in by the Harris Federation at the start of the school year, said she was "proud" of her pupils.

Driver taken to hospital after South Croydon collision

A MAN was taken to hospital with a leg injury after a collision between two cars in South Croydon this morning.

London Ambulance service took him to hospital after his car collided with another at about 7.25am on South Park Hill Road, though the injury is not believed to be serious.

A Metropolitan police spokesman said the driver of the other car had minor injuries which did not require treatment by paramedics at the scene.

Police closed the road after the incident, though expected to reopen it shortly as of 9am.

CRYSTAL Palace co-chairman Steve Parish has played down reports of unrest in the Eagles' camp over bonus pay from last season. Reports last week suggested the squad were unhappy at their pay packets following an 11th-place finish and that a meeting was called at the training ground in Beckenham. However, Parish says everyone is "happy" and that any issues have been "solved". "Nobody was thinking about finishing 11th at the beginning of season," he said. "We have wanted to make an adjustment to that and we looked at other clubs with their bonus schedules and we wanted to get it right. "Everyone is really happy where we are so we all move together as usual. "I always like to get things solved. Nobody likes things like that festering at a football club, it's very important for us we all point in the same direction. "We don't have the resources of some of the other clubs so if we're going to repeat anything like we did last season it's our togetherness which will be part of getting us there. "Of course there is pressure, I want to make sure everybody at the club is happy and trying to achieve the goals we need to go to the next level. "All the Palace players are happy."

BOTH major political parties in Croydon have joined forces to condemn the British National Party's 'distorted' campaign against a mosque being built in New Addington.

The estate's four Labour ward councillors, Conservative Croydon Central MP Gavin Barwell and the Tory Greater London Assembly Member for Croydon and Sutton Steve O'Connell, have released a joint statement regarding a campaign they have attributed to the BNP.

It is in relation to a meeting called this Sunday (August 17) at the ACA regarding the possibility of a mosque being built in New Addington, which they say is clearly being organised by the BNP.

In May, the Advertiser reported the Shirley branch of the Ahmadiyya Muslim Community were considering New Addington for a new base but were also looking at Addington, Shirley and South Croydon.

The area's councillors, Mr Barwell and Cllr O'Connell have today accused the BNP of running an "opportunistic hate-driven campaign".

Their statement said: "There is a very strong community in New Addington. The BNP is seeking to divide this strong community and create tensions in a community where people from many different races and religions happily live together and support each other.

"Sadly, this is not the first time they have tried to do this in New Addington. The BNP has, throughout this campaign, sought to whip up fear and incite islamophobia.

"Apart from anything else, this is so wrong for the approximately one in five residents of New Addington who are Muslim. We believe that, as before, the people of New Addington will unite to oppose this."

The statement adds: "The BNP like to think of themselves as patriots. But there is nothing British about seeking to deny people the freedom to practice their religion. Their values are the opposite of British values.

"New Addington is a venue for many different religions and religious groups, who celebrate their religion at various venues, some dedicated and some multi-use buildings.

"We believe in religious tolerance and religious freedom and that different religions should be able to celebrate their faith. We therefore would have no problem with the principle of there being a mosque in New Addington.

"We are committed to supporting New Addington to remain a tolerant community with a strong sense of community and identity."
